There are good reasons for two women witnesses in absence of men witnesses as
women are not so mobile as the men.
However, the case of discrimination to lower the women’s status is not from the message of the Qur’an but being quoted by the fake hadith Sahih al-Bukhari 2658
Narrated Abu Sa`id Al-Khudri:
The Prophet (ﷺ) said, “Isn’t the witness of a woman equal to half of that of a man?” The women said, “Yes.” He said, “This is because of the deficiency of a woman’s mind.”
It is often argue that it’s a discriminatory practice based on outdated societal norms and of doubtful religious texts. They point to historical and social factors that may have influenced this rule, but the argument does not reflect a genuine understanding of the equality of men and women in Islam.
The witnessing that need an extra woman to act a witness is for business deals that involves future obligations.
REASONS FOR TWO WOMEN WITNESSES IF THERE IS ONLY ONE MAN AS WITNESS.
S2:282 O ye who believe! When ye deal with each other, in transactions involving future obligations in a fixed period of time, reduce them to writing Let a scribe write down faithfully as between the parties: let not the scribe refuse to write: as Allah Has taught him, so let him write. Let him who incurs the liability dictate, but let him fear His Lord Allah, and not diminish aught of what he owes. If they party liable is mentally deficient, or weak, or unable Himself to dictate, Let his guardian dictate faithfully, and get two witnesses, out of your own men, and IF THERE ARE NOT TWO MEN, THEN A MAN AND TWO WOMEN, SUCH AS YE CHOOSE, FOR WITNESSES, SO THAT IF ONE OF THEM ERRS, THE OTHER CAN REMIND HER. THE WITNESSES SHOULD NOT REFUSED WHEN THEY ARE CALLED ON FOR EVIDENCE……
Allah created human whether male or female with comparable mental capacities and the same intellectual faculties –
S16:78 It is He Who brought you forth from the wombs of your mothers when ye knew nothing; and He gave you hearing, sight, intelligence and affections: that ye may give thanks to Allah.
However, the need to have two women witnesses when there is not two men is in terms of practicality.
Two women witnesses are needed to a man witness does not make the woman half the worth of man but it is a considerate and compassionate attitude to make their duties as a witness easier for them.
It is common knowledge that most of the women are bogged down with a lot of responsibilities and their time is not as free as that of the men. Their duties taking the daily routine care of the kitchen, children and housekeeping takes time and energy.
Apart from being busy doing the housekeeping some women may have monthly menstrual cramps include throbbing or cramping pain in the lower abdomen that can be intense. These may take two or three days to relief.
And those women with early pregnancy may experience a period to urinate more often, tender breasts, feeling tired and morning sickness. After giving birth her mobility will be more restrained.
So with all the above situations it is more of accomodating for the one woman witness to have another person ready in support to witness in case one of them forget or failed to attend the court.
So in Allah’s scripture the Quran, having two women witnesses is to make their duty as a witness easier for them.
It is not to discriminate and treated women worth half a man but to be accomodative and considerate of their being assiduous, diligent, industrious and sedulous in their daily life.
S16:97 Whoever does righteousness, whether male or female, while he is a believer, We will surely cause him to live a good life and We will surely give them their reward [in the Hereafter] according to the best of what they used to do.
