The Qur’an does not mention any man to be the first or the last Muslim but being mentioned in the correct translation is as the foremost Muslim.
Although Adam was the first human he was not mentioned as the first Muslim –
S2:37 Then learnt Adam from his Lord words of inspiration, and his Lord turned towards him; for He is Oft-Returning, Most Merciful.
Abraham said he submitted to the Lord and not mentioned as the first Muslim –
S2:131 When his Lord said to him, Be a Muslim, he said: I submit myself to the Lord of the worlds.
Moses is the foremost and not the first Muslim –
S7:143….but when his Lord manifested His glory to the mountain He made it crumble and Musa fell down in a swoon; then when he recovered, he said: Glory be to Thee, I turn to Thee, and I am the foremost of the believers.
And Muhammed was not mentioned as the first Muslim but foremost among the Muslims –
S39:12 And I am commanded that I shall be the foremost of those who submit.
S6:14 Say, “Shall I take for myself a protector other than Allah, Originator of the heavens and the earth, and He feeds and is not fed?” Say, (O Muhammad) “I am instructed to be the foremost of those who submit.” And do not be among the idolaters.
The Pharoah’s magicians when they repented, they did not become the first Muslims –
S26:49-51 Said he: You believe in him before I give you permission; most surely he is the chief of you who taught you the magic, so you shall know: certainly I will cut off your hands and your feet on opposite sides, and certainly I will crucify you all. They said: No harm; surely to our Lord we go back; Surely we hope that our Lord will forgive us our wrongs because we are foremost of the believers.
Non of the prophets, messengers or Muslims were made or commanded to be the first Muslim but they became a foremost Muslim by submitting (aslamtu) themselves to Allah –
S2:112 Yes, whoever submits his face in Islam to Allah while being a doer of good will have his reward with his Lord. And no fear will there be concerning them, nor will they grieve.
S2:133 Or were you witnesses when death approached Jacob, when he said to his sons, “What will you worship after me?” They said, “We will worship your God and the God of your fathers, Abraham and Ishmael and Isaac, one God. And we are Muslims in submission to Him.”
There is no mentioned in the Qur’an of who is the first or the last Muslim –
S22:78 And strive for Allah with the striving due to Him. He has chosen you and has not placed upon you in the religion any difficulty. It is the religion of your father, Abraham. Allah named you “Muslims” before and in this revelation that the Messenger may be a witness over you and you may be witnesses over the people. So establish prayer and give zakah and hold fast to Allah. He is your protector; and excellent is the protector, and excellent is the helper.
