Zakat is a form of obligatory charity considered as tax a religious duty for Muslims who meet the necessary criteria of wealth. They are to contribute a portion of their wealth to the needy and other designated beneficiaries to purify their souls and help those in need.
S2:110 And establish prayer and give zakah, and whatever good you put forward for yourselves you will find it with Allah. Indeed, Allah of what you do, is Seeing.
S2:254 – O you who have believed, spend from that which We have provided for you before there comes a Day in which there is no exchange and no friendship and no intercession. And the disbelievers they are the wrongdoers.
S2:215 They ask you, [O Muhammad], what they should spend. Say, “Whatever you spend of good is for parents and relatives and orphans and the needy and the traveler. And whatever you do of good indeed, Allah is Knowing of it.”
ZAKAH IS 20% OF PROFIT TO BE CONTRIBUTED TO THE AUTHORITY
S8:41 And know that out of all the booty that ye may acquire, a fifth share is assigned to Allah, and to the Messenger, and to near relatives, orphans, the needy, and the wayfarer, if ye do believe in Allah and in the revelation We sent down to Our servant on the Day of Testing, the Day of the meeting of the two forces. For Allah hath power over all things.
Every individual whether Muslims is pay the tax zakah or non Muslims is to pay jizyah the same amount of 20% as profit tax to the authority –
S9:29 Fight those who believe not in Allah nor the Last Day, nor hold that forbidden which hath been forbidden by Allah and His Messenger, nor acknowledge the religion of Truth, (even if they are) of the People of the Book, until they pay the Jizya with willing submission, and feel themselves subdued.
THE RATE OF TAX IS THE SAME FOR ALL RESIDENTS 20% OR 1/5 OF PROFIT EARNED, THE ONLY DIFFERENCE IS THE NAME OF THE TAX.
For Muslims when they pay the tax zakah they are paying to purify their souls but the non Muslims pay the jizyah just being a responsible resident and not as a religious ritual –
S9:103-104 Of their goods, take alms, that so thou mightest purify and sanctify them; and pray on their behalf. Verily thy prayers are a source of security for them: And Allah is One Who heareth and knoweth. Know they not that Allah doth accept repentance from His votaries and receives their gifts of charity, and that Allah is verily He, the Oft-Returning, Most Merciful?
PAYMENT IS ON ANNUAL BASIS OR DURING HAVESTING SEASONS
S6:141 And He it is who causes gardens to grow, [both] trellised and untrellised, and palm trees and crops of different kinds of food and olives and pomegranates, similar and dissimilar. Eat of its fruit when it yields and give its due [zakah] on the day of its harvest. And be not excessive. Indeed, He does not like those who commit excess.
THE DIFFERENCE BETWEEN PAYMENT OF TAX (ZAKAH) AND GIVING OF CHARITY (SADAQA)
S58:12-13 – O ye who believe! When ye consult the Messenger in private, spend something in charity (SADAQA) before your private consultation. That will be best for you, and most conducive to purity of conduct. But if ye find not (the wherewithal), Allah is Oft-Forgiving, Most Merciful. Is it that ye are afraid of spending sums in charity before your private consultation? If, then, ye do not so, and Allah forgives you, then at least establish regular prayer; practise regular charity (ZAKAH); and obey Allah and His Messenger. And Allah is well-acquainted with all that ye do.
CHARITY (SADAQA) IS GIVING SURPLUS OVER WHAT HAD BEEN PAID OF THE INCOME TAX (ZAKAH) OF THE 20% TAX TO THE AUTHORITY –
S2:219 ….And they ask you what they should spend. Say, “The excess” Thus Allah makes clear to you the verses of revelation that you might give thought.
S2:267 – O you who believe! Give of the good things you have earned, and from what We have produced for you from the earth. And do not pick the inferior things to give away, when you yourselves would not accept it except with eyes closed. And know that Allah is Sufficient and Praiseworthy.
S3:92 You will not attain virtuous conduct until you give of what you cherish. Whatever you give away, Allah is aware of it.
S9:60 Alms are for the poor and the needy, and those employed to administer the funds; for those whose hearts have been reconciled (to Truth); for those in bondage and in debt; in the cause of Allah; and for the wayfarer: thus is it ordained by Allah, and Allah is full of knowledge and wisdom.
